President Joseph R. Biden, Jr. Approves Major Disaster Declaration for Louisiana

WASHINGTON -- FEMA announced that federal disaster assistance has been made available to the state of Louisiana to supplement state, tribal and local recovery efforts in the areas affected by the severe winter storms from Feb. 11-19, 2021.

The President's action makes federal funding available to affected individuals in Avoyelles, Bienville, Bossier, Caddo, Calcasieu, Catahoula, Claiborne, Concordia, DeSoto, East Baton Rouge, Franklin, Grant, LaSalle, Madison, Natchitoches, Ouachita, Rapides, Red River, Richland, Sabine, Webster, West Carroll and Winn parishes.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available to the state, eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures statewide.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

John E. Long has been named the Federal Coordinating Officer for federal recovery operations in the affected area. Additional designations may be made at a later date if warranted by the results of damage assessments.

FEMA Supports Vaccine Distribution: COVID-19 Response Update

WASHINGTON -- Acting FEMA Administrator Bob Fenton attended the opening of the vaccination center at Chicago’s United Center this morning, as another vaccination center opened in Greensboro, North Carolina. The center in Chicago -- capable of administering 6,000 shots per day -- can be reached from six transit lines and multiple city bus routes, with easy parking and proximity to the city’s major roadways. “The decision to locate this federal pilot vaccination site at the United Center was a data-driven one, with the primary goal of equitable access to the COVID-19 vaccine for Chicagoland’s [older adults] and socially vulnerable individuals,” said Fenton. “I would be remiss if I didn’t recognize the strong public-private partnership with the United Center owners and staff who made today a reality for the city and its most-vulnerable populations.” FEMA has provided more than $4.27 billion for expenses related to COVID-19 vaccination at 100% federal cost share. These funds cover critical supplies, staffing, training and transportation needs that support increased vaccination efforts, such as today’s center openings. FEMA Ensures Equitable Distribution of COVID-19 Vaccines

WASHINGTON -- FEMA has established the Civil Rights Advisory Group as part of the agency’s commitment to the COVID-19 vaccination mission amid the ongoing battle against the pandemic.

The advisory group’s mission is to evaluate the policies, practices, strategies and plans in place to ensure equity in vaccine access and administration. 

The advisory group, which created the Civil Rights Checklist to provide states, territories and tribes a list of civil rights considerations and resources to ensure equitable vaccine access, is led by FEMA’s Office of Equal Rights, the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), HHS Office of the Assistant Secretary for Preparedness and Response and Administration for Community Living, the U.S. Department of Housing and Urban Development, the U.S. Department of Justice and the Department of Homeland Security Office for Civil Rights and Civil Liberties.

“Statistics from the CDC bear out the need to bring vaccines to underserved areas,” said Acting FEMA Administrator Bob Fenton. “African Americans are twice as likely than Caucasians to die of COVID-19, and Hispanics are 2.3 times more likely to die of the virus.”

These statistics highlight the importance of placing community vaccination centers in areas that are accessible to and prioritize underrepresented communities.

FEMA continues analyzing data and collaborating with states, territories, tribes and local public health officials to determine the best locations for FEMA pilot community vaccination centers, ensuring that underserved and historically marginalized communities have access to vaccines and are not left behind.

“States are in the best position to understand their resources – both health care providers and community resources,” said Fenton. “We rely on this understanding and perspective to validate and determine the appropriate location for FEMA-supported vaccination centers.”

Equitable Distribution and Access to Vaccines is a FEMA Priority

Equity is at the core of the FEMA mission, as the agency strives with partners to ensure everyone who wants a vaccine can get one.

States, territories and tribal nations are required to collect demographic data and make data-driven decisions to ensure an equitable pandemic response.

FEMA has civil rights advisors and disability integration specialists in each of its 10 regions to advise state, local, tribal and territorial governments and other partners, ensuring the needs of people with disabilities are integrated in all facets of vaccine center operations. Additional Disability Integration Advisors and Civil Rights Advisors are deploying to vaccination sites to support these efforts.

To support the deaf and hard of hearing community, FEMA continues providing live on-demand American Sign Language interpreters at all federally supported community vaccination centers during each center’s hours of operation.

FEMA continues using population data and CDC’s Social Vulnerability Index to identify communities for pilot community vaccination centers. The agency is also working with CDC staff and public health officials to engage community and faith-based organizations to help reach underserved, hesitant and historically marginalized groups.

“FEMA is also aware that there are certain categories of communities – for example, individuals experiencing homelessness or migratory workers – where it may be more difficult to accurately collect data,” said Fenton.  “FEMA is working with states to target vaccination efforts to these communities, despite any potential data gaps.”

Guam Receives $3.2M to Provide Medical Sheltering

OAKLAND, Calif. – The Federal Emergency Management Agency (FEMA) granted Guam Homeland Security – Office of Civil Defense (GHS-OCD) $3.2 million to provide temporary sheltering to prevent the spread of COVID-19.

Funds will reimburse expenses used to quarantine passengers who entered Guam by sea and air, a precautionary measure to prevent potentially infected individuals from spreading COVID-19. The award covers costs incurred for hotel room rentals, meals, laundry and other incidentals.

FEMA’s Public Assistance program will provide GHS-OCD the initial $3.2 million of the $4.2 million expedited project. Additional funding will be reimbursed upon submission of documentation supporting further expenditures.

Public Assistance provides grants to government organizations and certain private nonprofit organizations following a presidential disaster declaration to quickly respond to and recover from major disasters or emergencies.

FEMA continues working with its partners ─ including the Centers for Disease Control and Prevention and other federal agencies ─ along with state, tribal and territorial authorities, private sector partners and others to assist, augment and expedite vaccinations in the United States.

Renters may be eligible for FEMA Disaster Assistance

DENTON, Texas –If you are a renter in one of the 16 counties designated for individual assistance and sustained damage or losses from the Oklahoma severe winter storms, you may be eligible for federal disaster assistance. 

The counties are Canadian, Carter, Cherokee, Comanche, Cotton, Hughes, Jefferson, Le Flore, McIntosh, Oklahoma, Okmulgee, Osage, Pittsburg, Stephens, Tulsa, and Wagoner.

If the house or apartment you are renting is your primary residence and is in one of these counties, you should register with FEMA to apply for grants to help with disaster-related expenses. If you have renter’s insurance, you should call your insurance agent to start the claims process before you contact FEMA. By law, FEMA cannot duplicate benefits for losses covered by insurance or grants from state, local or tribal governments.

Expenses for renters can include:

• Renting a different dwelling when the formerly occupied one is unsafe to live in due to the winter storms;
• Storm-related medical and dental expenses;
• Increased cost of child-care expenses;
• Moving and storage fees;
• Replacement or repair of necessary personal property lost or damaged in the winter storm, such as appliances and furniture, textbooks and computers used by students, and work equipment or tools used by independent contractors;
• Repair or replacement of storm-damaged vehicles;
• Storm-related funeral and burial expenses, and
• Other serious disaster-related needs not covered by insurance or other sources.

Rental grants may be used for security deposits, rent and the cost of essential utilities—such as gas or water. The grants may not be used to pay for separate cable or Internet bills. The grants are not loans, and don’t have to be repaid. They are not taxable income and won’t affect eligibility for Social Security, Medicare, Medicaid or Supplemental Nutrition Assistance Program (SNAP) benefits.

To apply for federal disaster assistance:

• If you cannot register online, call the disaster assistance helpline at 800-621-3362 (TTY) 800-462-7585 from 6 a.m. to 10 p.m. seven days a week until further notice. Multilingual operators are available. Those who use a relay service such as a videophone, Innocaption or CapTel should update FEMA with their specific number assigned to that service.

Renters who face eviction or have been evicted from their storm-damaged apartment complex—whether their unit had damage or not—may be eligible for disaster assistance. Renters who have already registered for federal assistance and were evicted after they registered due to damage to other parts of their complex should call the FEMA Helpline.

Renters may also qualify for long-term, low-interest loans of up to $40,000 from the U.S. Small Business Administration (SBA). These loans may be used to cover the cost of repairing or replacing essential storm-damaged personal property.

FEMA Supports Vaccine Distribution: COVID-19 Response Update

WASHINGTON -- Federally supported community vaccination centers are opening tomorrow in Chicago and Greensboro, North Carolina, adding to the more than 500 centers already operating nationwide.

Acting FEMA Administrator Bob Fenton is helping to open the vaccination center at Chicago’s United Center — geographically situated to support medically underserved communities in the west and south sides of the city and capable of administering 6,000 shots per day.

“We can proudly say it will soon be a center where tens of thousands of Illinoisans — grandmothers, grandfathers, mothers, fathers, siblings and friends — can gain access to one of the most important tools available to fight this global pandemic,” said Fenton. “But more than that, we are working to ensure that vaccinations reach underserved communities to meet our commitment to equity.”

FEMA has now provided more than $4.24 billion for expenses related to COVID-19 vaccination at 100% federal cost share. These funds cover critical supplies, staffing, training and transportation needs that support increased vaccination efforts, such as standing up and supplementing vaccination centers daily.

“In the past two weeks we’ve successfully launched 16 pilot community vaccination centers with our state partners coast-to-coast and are constantly reviewing data at these sites to ensure we’re reaching the most vulnerable in these communities, ensuring everyone who wants a vaccine can get one,” said Fenton.

Additionally, there are more than 50 mobile vaccination centers serving communities across the nation.

FEMA recently published an updated civil rights bulletin, “Ensuring Civil Rights in Multiple Disasters During COVID-19” to assist partners, communities and individuals with best practices for communities facing a disproportionate rate of COVID-19 illness and death.

President Biden challenged federal agencies to help administer 100 million vaccines in 100 days. “We are well on our way of achieving that goal with more than 63 million doses administered last week,” said Fenton.

FEMA Awards $110 Million to Oregon to Support Vaccination Efforts

BOTHELL, Wash. – The Federal Emergency Management Agency (FEMA) has awarded $110 million in federal funding to assist the Oregon Health Authority (0HA) and partners in operating dozens of COVID-19 vaccination centers throughout the state.

In coordination with the Oregon Office of Emergency Management, FEMA obligated this initial $110,082,859 at 100 percent federal cost share to support the state of Oregon to cover the costs of emergency activities, including labor, contract services, security, refrigeration, supplies, equipment, and facility rentals.

"These expedited funds are critical in the effort to ensure that our partners are able to provide vaccine access to residents of Oregon,” said FEMA Region 10 Acting Administrator Vincent J. Maykovich.

The FEMA-supported vaccination centers will have the capability to administer more than 2 million vaccines during the operational period of 90 days.

Grants for emergency protective measures are funded through FEMA’s Public Assistance Grant Program, which reimburses communities for actions taken for response and recovery from a disaster. FEMA reimbursement is paid directly to the Oregon Office of Emergency Management, which then makes disbursements to the local and tribal jurisdictions and state agencies that incurred costs.

“We are incredibly grateful for the continued partnership amongst hospitals, medical providers, volunteer organizations and so many others who have come together to help Oregon though this historic vaccination effort” said Director of the Oregon Office of Emergency Management, Andrew Phelps, “the Administration’s approval of our requested cost-share adjustment to 100 percent helps to ensure the cost of vaccinating Oregonians will not be a barrier to our recovery.” 

FEMA has streamlined the Public Assistance application and reimbursement process for the COVID-19 response in order to get funds to applicants faster. Expedited reimbursements help state, local, and tribal officials respond quickly to address immediate threats to life, public health, and safety.

FEMA Provides An Additional $24 Million to North Dakota for COVID-19 Response

DENVER – The Federal Emergency Management Agency (FEMA) has provided $24 million in additional funding for COVID-19 response efforts in North Dakota. To date, FEMA has provided more than $32 million in Public Assistance funding for COVID-19 response in North Dakota. The assistance was made available under a major disaster declaration issued April 1, 2020.

The $24 million was provided to the North Dakota Department of Public Health and Environment. They utilized materials and contracts to establish and operate a COVID-19 diagnoses - laboratory to assist in the management, control, and reduction of immediate threats to public health and safety. The department also extended their laboratory capacity, increased staffing, purchased laboratory equipment, supplies and software, and leased warehousing facilities.

All work for this project fell between October 1 and December 31, 2020. Funding for this project is authorized under Section 403 of the Robert T. Stafford Act.

FEMA’s Public Assistance Program provides funding for emergency actions undertaken by communities to protect public safety, providing a 75 to 100-percent funding share for eligible costs.

For the COVID-19 response, FEMA has simplified the Public Assistance application and funding process to address the magnitude of this event and to allow local officials to receive eligible funding more quickly. These reimbursements play a critical role as state, local and tribal officials work tirelessly to assist their communities during this response.

State Task Force is the Engine Driving West Virginia’s Vaccine Success

PHILADELPHIA - If West Virginia’s successful vaccine rollout is a speeding car, then the Joint Interagency Task Force (JIATF) is its engine – and the agencies on it are the pistons revving it up.

Once the COVID-19 vaccines became available, Gov. Jim Justice created the JIATF by executive order in December 2020 to map out a course of action for getting shots in arms.

Led by retired Adjutant Gen. James Hoyer, the task force included the Department of Health and Human Resources (DHHR), the West Virginia National Guard (WVNG), the Division of Emergency Management (WVDEM), the Higher Education Policy Commission (WVHEPC), the West Virginia Hospital Association (WVHA), the Department of Agriculture (WVDAG), the Department of Education (WVDOE), the West Virginia Health Care Association (WVHCA) and the Joan C. Edwards School of Medicine at Marshall University.

Housed in the drill hall of the state National Guard headquarters in Charleston and separated by an array of plexiglass dividers, the task force members can quickly communicate and share information to make decisions on the vaccination effort. Lines of communication are shortened, allowing for more nimble responses to challenges.

Together, the group devised a strategy that focused vaccines on the state’s seniors age 65 and above and its critical workforce, including healthcare workers and emergency responders. In addition, it came up with a hub and spoke distribution system that sends doses from regional depositories to pharmacies and county health departments statewide.

The result has been a vaccination effort that leads not only the nation but the world. To date, 11.7 percent of the state’s population is fully vaccinated and more than 500,000 doses have been administered. Since the start of the year, there has been an 85 percent drop in the state’s weekly coronavirus death rate.

“The JIATF’s approach represents speed and efficiency at its finest,” said Janice Barlow, Acting Regional Administrator, FEMA Region 3. “But more than that, their strategy is helping people in need , and FEMA is honored to be able to provide the resources to help ensure its continued success.”

The task force has expanded to include the West Virginia Primary Care Association, the state Board of Pharmacy, the Department of Corrections, representatives from the Vaccine Administration Management System (VAMS), and the Federal Emergency Management Agency (FEMA).

In addition to helping coordinate clinics to reach underserved areas, the task force is now focusing its efforts on getting residents registered to receive the vaccine. Call centers have also been established with state and federal staffers, as well as volunteer organizations, to get residents scheduled for their shots.

Disaster Unemployment Assistance Available for Those Affected by the Arecibo Floods

GUAYNABO, Puerto Rico – The Federal Emergency Management Agency (FEMA) announced that employees or self-employed individuals who live in Arecibo and became unemployed as a direct consequence of the severe floods of Sept. 13, 2020 may be eligible to receive Disaster Unemployment Assistance (DUA).

• Survivors that live in Arecibo can file a claim until April 7, 2021. To be eligible for Disaster Unemployment Assistance, the applicant must:
• File a regular unemployment insurance claim and be determined ineligible for benefits;
• Be unemployed or partially unemployed as a direct result of the disaster;
• Be able and available for work, unless injured as a direct result of the disaster;
• File an application for DUA within 30 days of the date of this announcement; and
• Have not refused an offer of employment in a suitable position.

Survivors can find the DUA application at trabajo.pr.gov. Applications can be placed in the mail box located at the nearest Puerto Rico Department of Labor office, from Monday to Friday, 8 a.m. to 4 p.m., or uploaded at trabajo.pr.gov/DocUploader. 

To receive DUA benefits, all required documentation must be submitted to the Puerto Rico Department of Labor within 21 days from the day the DUA application is filed. Required documentation may include Social Security number, a copy of the most recent federal income tax return, check stubs or documentation to support that applicants were working or self-employed when the disaster occurred.

To verify eligibility and additional information on DUA, survivors must visit their local unemployment office or visit trabajo.pr.gov. DUA is managed by the Puerto Rico Department of Labor and funded by FEMA. Survivors may also search for employment and training opportunities through the American Job Center or by visiting CareerOneStop.org/LocalHelp.  

Survivors who require any reasonable accommodation, can request it and it will be provided. People who are deaf or hard of hearing are encouraged to use the VRS or Video Relay Service and to not be afraid to ask questions.

Incendios Forestales en Oregon: Los fondos federales y la colaboración estatal ayudan a las comunidades afectadas en el camino hacia la recuperación

Salem, Oregon – La Oficina de Manejo de Emergencias de Oregon y la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés) continúan con su compromiso de ayudar a los sobrevivientes del desastre en Oregon, los negocios y las comunidades a reconstruir y recuperarse de los devastadores incendios forestales del año pasado. Hasta la fecha, se han destinado más de $262 millones en ayuda federal a personas, hogares y comunidades.

Los fondos federales ayudan a las comunidades afectadas a recuperarse

Hasta el 2 de marzo, FEMA ha aprobado más de $34.8 millones en asistencia individual para los propietarios de vivienda e inquilinos afectados por los incendios forestales en Oregon. Estos fondos federales proporcionan ayuda a los sobrevivientes en ocho condados aprobados para la asistencia individual de FEMA: Clackamas, Douglas, Jackson, Klamath, Lane, Lincoln, Linn y Marion.

La Agencia Federal para el Desarrollo de la Pequeña Empresa (SBA, por sus siglas en inglés) ha aprobado más de $59 millones en préstamos por desastre a bajo interés a 542 negocios, propietarios de vivienda e inquilinos.

3,091 personas y familias en Oregon han sido aprobadas para subvenciones federales a través del Programa de Individuos y Familias de FEMA para un total de aproximadamente $27.9 millones. De estos, 538 propietarios de vivienda recibieron la cantidad máxima de subvención de asistencia para vivienda disponible de FEMA ($35,500).

Además, se han aprobado más de $6.9 millones en ayudas para otras necesidades, con el fin de ayudar a los propietarios de viviendas a sufragar gastos por pérdidas de propiedad personal y de transporte, gastos fúnebres y otros gastos graves relacionados con el desastre que no fueron cubiertos por el seguro u otras fuentes.

Además, la Asistencia Directa de Vivienda Provisional de FEMA para los sobrevivientes calificados y sus familias en las comunidades más afectadas en los condados Jackson, Lane, Lincoln, Linn y Marion.

En la actualidad, estas unidades de vivienda provisional ya sean vehículos recreativos (RV) y unidades de vivienda prefabricadas (MHU) se están colocando en zonas alquiladas en varios complejos comerciales en el condado de Jackson.  El Cuerpo de Ingenieros del Ejército de los Estados Unidos también está construyendo sitios para FEMA en los condados de Jackson, Lincoln, Marion y Linn.

Hasta la fecha, 265 familias de sobrevivientes han sido aprobadas para recibir asistencia directa de vivienda provisional de FEMA en los cinco condados elegibles y más de 100 sobrevivientes y sus familias están actualmente autorizados a vivir en viviendas provisionales proporcionadas por FEMA.

El Programa de Asistencia Pública de FEMA (PA, por sus siglas en inglés), que ayuda a los gobiernos estatales, locales, tribales y territoriales y a ciertos tipos de organizaciones privadas sin fines de lucro a responder y recuperarse de grandes desastres o emergencias, ha asignado más de $159 millones para reparaciones bajo el programa PA. Esta subvención ayuda a cubrir los gastos de recogido de escombros, las medidas de protección de emergencia para salvar vidas y el restablecimiento de las infraestructuras públicas.

Coordinación entre agencias para la recuperación

El Plan de Recuperación de Desastres del Estado de Oregón establece siete Funciones de Apoyo a la Recuperación (RSF, por sus siglas en inglés) para coordinar las áreas de asistencia, cada una dirigida por una agencia estatal designada y apoyada por múltiples colaboradores estatales y federales. La Administración de Manejo de Emergencias de Oregon lidera este Equipo Estratégico Integrado de Recuperación de las agencias estatales y federales que apoyan la recuperación local de los incendios forestales.

Más de 24 colaboradores estatales y 10 federales están uniendo esfuerzos para ayudar a las jurisdicciones locales en la capacidad y planificación de la recuperación para maximizar los recursos estatales, federales y de los donantes para financiar la planificación de la reconstrucción de la comunidad y los proyectos de recuperación de desastres. Quản Lý Khẩn Cấp Oregon đang lãnh đạo Nhóm Phục Hồi Chiến Lược Kết Hợp của các cơ quan tiểu bang và liên bang để hỗ trợ tiến trình phục hồi sau cháy rừng của địa phương.

Hơn 24 đối tác tiểu bang và liên bang đang cùng nỗ lực để giúp những nơi có thẩm quyền địa phương tăng khả năng phục hồi và hoạch định để tận dụng nguồn lực tiểu bang, liên bang và đóng góp để cấp quỹ cho các chương trình xây dựng lại cộng đồng và các dự án phục hồi sau thảm họa. Межведомственная координация восстановления

План штата Орегон по восстановлению после стихийного бедствия предусматривает семь функций поддержки восстановления (RSF) для координации помощи, каждой из которых руководит соответствующее агентство штата и оказывается поддержка многочисленных партнеров на уровне штата и федеральном уровне.  Управление по чрезвычайным ситуациям штата Орегон возглавляет эту интегрированную команду по стратегическому восстановлению, состоящую из агентств штата и федеральных агентств, поддерживающих восстановление после лесных пожаров в регионе.

Более 24 партнеров на уровне штата и 10 федеральных партнеров объединяют усилия для содействия местным юрисдикциям в наращивании потенциала и планировании восстановления для наиболее оптимального использования ресурсов штата, федеральных и донорских ресурсов для финансирования планирования застройки выгоревших районов и проектов по восстановлению после стихийного бедствия. Специалисты по общественному планированию и наращиванию потенциала взаимодействуют с округами и сообществами для предоставления целевой помощи.

Кроме того, сообщество филантропических и некоммерческих организаций является неотъемлемой частью местного процесса восстановления, и ресурсы и техническая помощь предоставляются для поддержки местных проектов по восстановлению и наращивания потенциала.  Были налажены связи с более чем 10 фондами, выявлены критические приоритеты процесса восстановления и возможности финансирования и установлены контакты между источниками финансирования и теми, кто в нем нуждается.

• FEMA провело инспекции повреждений 6993 домов.

俄勒冈州塞勒姆市（Salem, Ore.）–  俄勒冈州紧急事务管理办公室和联邦紧急事务管理局（FEMA）继续致力于帮助俄勒冈州的灾难幸存者、企业和社区从去年的毁灭性野火中重建和恢复。迄今为止，近2.62亿美元（$262 million）的联邦援助已送至家庭和社区。

联邦资助帮助社区恢复

截至3月2日， FEMA已批准向俄勒冈州受野火影响的房主和房客提供超过3480万美元（$34.8 million）的个人援助。这些联邦资金为下列获准接受FEMA个人援助八个县的幸存者提供了支持：克拉克马斯县（Clackamas）、道格拉斯县（Douglas）、杰克逊县（Jackson）、克拉马斯县（Klamath）、莱恩县（Lane）、林肯县（Lincoln）、林恩县（Linn）和马里恩县（Marion）。

FEMA Supports Vaccine Distribution: COVID-19 Response Update

WASHINGTON -- Additional federally supported community vaccination centers are set to open next week in Chicago and Greensboro, North Carolina, with more center openings scheduled for Atlanta and Cleveland in the coming weeks.  

In the ongoing battle against COVID-19, FEMA continues working with the Centers for Disease Control and Prevention (CDC) and public officials to engage community and faith-based organizations, helping reach underserved, hesitant and historically marginalized groups. 

Partnering with the CDC, the U.S. Health and Human Services Health Resources and Services Administration (HRSA) launched the Health Center COVID-19 Vaccine Program. The program is being rolled out incrementally at select HRSA-funded health centers that specialize in caring for hard-to-reach and disproportionately affected populations. Initial health centers chosen for this program include those serving a large volume of at least one of the following populations: 

• Individuals experiencing homelessness. 

• Public housing residents. 

• Migratory and seasonal agricultural workers. 

• Patients with limited English proficiency. 

Ensuring the equitable distribution of vaccines is a FEMA priority. The agency continues working with state partners to locate community vaccination centers where they will be able to do the most good for the most vulnerable populations. More than 500 community vaccination centers are now operating nationwide, and 70 mobile vaccination centers are also serving communities across the nation.  

FEMA has achieved President Joseph R. Biden, Jr.’s goal of establishing 100 federally supported community vaccination centers in 30 days, and starting next week, vaccine allocations to states, tribes and territories will increase to 15.2 million. 

FEMA also continues providing live on-demand American Sign Language interpreters at all federally supported community vaccination centers. The service is available every day of the week during each center’s hours of operation.  

FEMA has now provided more than $4.13 billion for expenses related to COVID-19 vaccination at 100% federal cost share. These funds cover critical supplies, staffing, training and transportation needs that support increased vaccination efforts. 

Ensuring Equitable Vaccine Access 

FEMA has civil rights advisors and disability integration specialists in each of FEMA’s 10 regions to advise state, local, tribal and territorial governments and other partners. Additional disability integration advisors and civil rights advisors are deploying to support these efforts.    

FEMA established a Civil Rights Advisory Group to proactively consider and promptly resolve civil rights concerns and help ensure equity in the allocation of scarce resources including future vaccine allocation. FEMA published “Ensuring Equitable Vaccine Access” to define FEMA’s commitment to equity and describe the Civil Rights Advisory Group. 

FEMA developed a Civil Rights Checklist to assist state, tribal and territorial partners in understanding and fulfilling their obligations to provide access to vaccine-related programs, activities and services in a nondiscriminatory manner. The agency is also coordinating translation and interpretation services.

Community based organizations and other trusted messengers are sharing GetVaccineAnswers.org and DeTiDepende.org to help people feel confident and prepared to get vaccinated once a vaccine is available to them. A free public health toolkit is available online, and CDC also has online tips for building vaccine confidence,

President Joseph R. Biden, Jr. Approves Major Disaster Declaration for Idaho

WASHINGTON -- FEMA announced federal disaster assistance has been made available to the state of Idaho to supplement state, tribal and local recovery efforts in areas affected by straight-line winds on Jan. 13, 2021. 

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the straight-line winds in the counties of Benewah, Bonner, Kootenai and Shoshone.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Thomas J. Dargan has been named as the Federal Coordinating Officer for federal recovery operations in the affected areas. Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Determination Letters Can Help You Find Disaster Assistance Answers

DENTON, Texas – Oklahoma homeowners and renters in the 16 counties designated for individual assistance who sustained damage may now apply for disaster assistance with FEMA.

The counties are Canadian, Carter, Cherokee, Comanche, Cotton, Hughes, Jefferson, Le Flore, McIntosh, Oklahoma, Okmulgee, Osage, Pittsburg, Stephens, Tulsa, and Wagoner.

After applying for assistance, if you received a letter from FEMA that says you’re ineligible for help or that there is “no decision,” read the letter carefully. FEMA may need additional information from you to continue processing your application. If you have insurance and are applying for federal assistance, you must file a claim with your insurance provider. If applicable, you will need to provide a copy of your insurance settlement approval or denial letter.

A few common reasons for being determined ineligible or receiving “no decision” include:

• You are insured. You must provide a copy of your insurance settlement approval or denial letter to FEMA. If your insurance settlement is insufficient to meet your disaster-related needs, you may be eligible for federal assistance. Contact FEMA to provide any additional information or documentation.

• You reported no home damage or minimal damage when you registered with FEMA. If you reported your home had no disaster-related impacts, but later discover new or additional damages to living areas, contact FEMA to let them know. Documentation from a local official or contractor supporting your appeal may help you prove that your home has suffered impacts to its habitability.

• Proof of occupancy. When FEMA is unable to verify the occupancy of your primary residence, you may need to provide documentation, such as utility bills, a bank or credit card statement, phone bill, pay stubs, a driver’s license, state-issued ID card or voter registration card showing the damaged dwelling’s address.
• No initial rental assistance. You indicated to the inspector that you were not willing to move while your damaged home was being repaired. This made you ineligible for FEMA temporary rental assistance. If you later found further damage to your home or your housing needs have changed, contact FEMA as soon as possible to update your housing status and explain why you have a need to relocate.
• No communication with FEMA. If you missed an inspection and did not follow up with FEMA, your assistance could be affected. Make sure that FEMA has your contact information. If you are unable to meet with an inspector as planned, let FEMA know.
• Your home is safe to occupy. FEMA housing assistance typically only covers costs to make your home habitable. Damage to non-essential space, landscaping or spoiled food is not covered by FEMA grants.

Applicants can appeal a FEMA determination, to do so, you need to submit supporting information along with a letter describing in detail the reason (or reasons) you are appealing.

You should include your full name, FEMA application number and disaster number, pre-disaster primary residence address and current phone number and address on all submitted documents. You can find the application and disaster number printed on page 1 of your determination letter.

You can submit your appeal and any associated documentation by:

1. Uploading your documentation online at disasterassistance.gov.
2. Mailing your documents and letter within 60 days of receiving your determination letter to the address below. Your letter with accompanying documents must be postmarked within 60 days of the date on your letter from FEMA regarding your eligibility.
