FEMA Establishes Emergency Management Priorities and Allocations System

WASHINGTON - FEMA recently published a final rule in the Federal Register to prioritize and allocate contracts for health and medical resources in response to the coronavirus (COVID-19) pandemic. This finalizes the interim rule from May 13, 2020 and enables FEMA to provide for the continued supply of critical medical resources to the American public.

The rule establishes the Emergency Management Priorities and Allocations System (EMPAS), which will become part of the Federal Priorities and Allocations System (FPAS) body of regulations that establish standards under Section 101 of the Defense Production Act (DPA). The DPA, signed into law in 1950, allows the government to direct private companies to meet the needs of the national defense.

EMPAS has two principal components:  priorities and allocations. Under priorities, contracts or orders necessary for national defense are given preference over other contracts or orders. Under the allocation component, materials, services and facilities may be allocated for domestic use to promote national defense.

This rule is one of several previously published under the Defense Production Act. The following agencies with existing DPA Section 101 authority includes the departments of Commerce, Energy, Health and Human Services, Transportation and Agriculture. The regulations from these agencies currently constitute the FPAS.  FEMA’s EMPAS provisions are consistent with FPAS regulations issued by sister agencies.

BILOXI, Miss. – A public notice is now available that addresses the Federal Emergency Management Agency’s (FEMA) intention to reimburse eligible applicants for costs to repair or replace facilities damaged by Hurricane Zeta in Mississippi, under disaster declaration DR-4576-MS. The notice is now posted on FEMA’s Mississippi disaster declaration website at DR-4576 MS Public Notice 001 | FEMA.gov and the Mississippi Emergency Management Agency website at https://www.msema.org/news/.

Under the disaster declaration FEMA-4576-DR MS signed by the President on December 31, 2020, the following counties have been designated eligible for Individual Assistance: George, Greene, Hancock, Harrison, Jackson, and Stone. The following counties have been designated eligible for Public Assistance categories A, B, C, D, E, F and G, including Direct Federal Assistance: George, Greene, Hancock, Harrison, Jackson, Perry, Stone, and Wayne. The Hazard Mitigation Grant Program will be available statewide. Additional designations may be made later if requested by the state and warranted by the results of further damage assessments.

The notice describes proposed activities that may affect historic properties and activities and critical actions that may affect wetlands and floodplains.

For routine activities, this will be the only public notice provided. Interested persons may obtain information about these actions or a specific project by writing to the U.S. Department of Homeland Security, Federal Emergency Management Agency – Region IV - EHP, 3005 Chamblee Tucker Rd, Atlanta, GA 3034 or by emailing FEMA-R4EHP@fema.dhs.gov. Please include in the subject line of the email “DR-4576-MS EHAD.” Comments should be sent in writing at the above address within 15 days of the date of this notice.

FEMA is required by law to provide public notice of its intent to provide federal assistance and grant opportunities through the Public Assistance, Individual Assistance, or Hazard Mitigation Grant programs.

One Month Left to Apply for FEMA Disaster Assistance

MONTGOMERY, Ala. Residents of Clarke, Dallas, Marengo, Mobile, Perry, Washington and Wilcox counties who had uninsured or underinsured damage and losses resulting from Hurricane Zeta are encouraged to apply for FEMA disaster assistance before the Feb. 8 deadline.

FEMA’s Individual Assistance program provides grants that can help pay for temporary housing and for home repairs for an applicant’s primary home. FEMA does not provide grants for second homes.

Grants are intended to help make the dwelling safe, sanitary and functional.  Survivors should not expect FEMA grants will restore their hurricane-damaged home to pre-disaster condition.

Applicants whose homes are insured should file an insurance claim, but don’t wait for the insurance settlement before applying with FEMA. Applicants need to document their claims with photographs, repair estimates and receipts, proof of ownership, and proof of where they lived at the time of the storm. They should also submit insurance documentation to show if the coverage is not enough to meet their disaster-related needs. FEMA cannot pay for damage covered by insurance or duplicate benefits from another source. 

FEMA grants do not have to be repaid and may also cover personal property loss, childcare, medical or dental care and other serious disaster-related needs not covered by insurance. FEMA also provides referrals to other agencies that may be able to help.

Apply for FEMA disaster assistance by downloading the FEMA app to a smartphone or tablet, go online to DisasterAssistance.gov, or call the FEMA Helpline at 800-621-3362 (TTY 800-462-7585). Operators can also answer questions about applications already submitted. Lines are open from 7 a.m. to 10 p.m. daily.

Additional funds may be available by applying to the U.S. Small Business Administration for a low-interest disaster loan. For more information, visit DisasterLoan.sba.gov or email FOCE-Help@SBA.gov about SBA’s disaster assistance program. Applicants may also call SBA’s Customer Service Center at 800-659-2955. The SBA filing deadline to return applications for property damage is also Monday, Feb. 8.

State/Federal Help Still Available for Oregon Wildfire Survivors

SALEM, Ore. – Resources are still available to assist the survivors of 2020’s devastating wildfires. The Oregon Office of Emergency Management and FEMA continue to work together on assistance with housing, property damage, flood insurance, free counseling, pro-bono legal aid and case management.

State, Local and Community Resources

Free Crisis Counseling is Available: The Safe+Strong Helpline is available for both children and adults who are struggling with stress, anxiety or other disaster-related depression-like symptoms. The website offers free and confidential resources to help wildfire survivors on the road to recovery. For help, call 800-923-4357 or visit https://www.safestrongoregon.org/wildfire.

Debris Hotline: The Debris Management Task Force hotline remains open and available 24/7 for cleanup questions and information. Call 503-934-1700 or find additional information on the new debris cleanup website at: http://wildfire.oregon.gov/cleanup.

Disaster Legal Assistance: Disaster Legal Services is taking questions from wildfire survivors. Go to: oregondisasterlegalservices.org, or call 800-452-7636 or 503-684-3763, Monday through Friday 8 a.m. - 5 p.m.

Federal Help is Still Available

Keep in touch with FEMA: Applicants should stay in touch with FEMA to ensure the disaster assistance process stays on track. Missing or incorrect information could result in delays in receiving assistance. Update contact information, report additional home damage or a delay in insurance claims in the following ways:

  • Going online at DisasterAssistance.gov.
  • Downloading the FEMA app.
  • Calling the FEMA Helpline 800-621-3362 (TTY: 800-462-7585). Multilingual operators are available 7 a.m. to 10 p.m., seven days a week.
  • Those who use a Relay service, such as a videophone, Innocaption or CapTel, should provide their specific number assigned to that service. It is important that FEMA is able to contact you. Phone calls from FEMA may come from an unidentified number.
  • While the deadline to apply with FEMA has passed, late applications may be accepted on a case-by-case basis.

Disaster Case Management: Community members who are enrolled in local/state/tribal and/or federal programs providing case management are encouraged to reach out to and stay in touch with their providers throughout their recovery.

Buy Flood Insurance Now: Residents of Oregon who live in and around areas impacted by the wildfires face an increased risk of flooding for up to several years after the disaster. If you haven’t already purchased a flood insurance policy, it’s important to consider buying it now. It takes 30 days after applying for a new National Flood Insurance Program (NFIP) insurance policy to go into effect. For more about information on FEMA’s NFIP, visit FloodSmart.gov. If you are ready to buy flood insurance, go to FloodSmart.gov/flood-insurance/buy. To find a flood insurance provider near you, visit FloodSmart.gov/flood-insurance/providers. Before rebuilding, homeowners should contact their local building official and/or floodplain manager to make sure all building requirements are met.

SBA Disaster Loans: Even though the deadline for homeowners, renters and businesses to apply for a U.S. Small Business Administration (SBA) low-interest disaster loan for physical property damage has passed, you can still apply for the Economic Injury Disaster Loan (EIDL). For more information, call 800-659-2955 (TTY: 800-877-8339) 5 a.m. to 5 p.m. daily, email questions to FOCWAssistance@sba.gov or visit sba.gov/disaster. The application deadline for businesses and private nonprofit organizations for a loan for economic injury is June 15, 2021. Applicants can complete an online application at https://disasterloan.sba.gov/ela/.

​​​​​​​Free Home Repair Advice: All Oregon residents – including disaster survivors affected by the wildfires and straight-line winds – can still get personalized mitigation advice from a FEMA Hazard Mitigation Specialist.   For information on how to build safer and stronger or to inquire about your flood risk following a fire, email FEMA-R10-MIT@fema.dhs.gov and a FEMA Hazard Mitigation Specialist will respond. This is a free service.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps businesses of all sizes, private non-profit organizations, homeowners, and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations. For more information, applicants may contact SBA’s Disaster Assistance Customer Service Center by calling (800) 659-2955, emailing disastercustomerservice@sba.gov, or visiting SBA’s website at sba.gov/disaster. Deaf and hard-of-hearing individuals may call (800) 877-8339.

Disaster recovery assistance is available without regard to race, color, religion, nationality, sex, age, disability, English proficiency or economic status. FEMA Provides an Additional $7.6 Million to Utah for COVID-19 Response

DENVER – The Federal Emergency Management Agency (FEMA) has provided $7.6 million in additional funding for COVID-19 response efforts in Utah. To date, FEMA has provided more than $54.8 million in Public Assistance funding for the COVID-19 response efforts in Utah. The assistance was made available under a major disaster declaration issued April 4, 2020 by President Trump.

The $7.6 million was provided to the Utah Department of Health for emergency protective measures related to the purchase of personal protective equipment (PPE) and medical supplies from July 2 through September 23, 2020. Funding for this project is authorized under Section 403 of the Robert T. Stafford Act.

FEMA’s Public Assistance Program provides funding for emergency actions undertaken by communities to protect public safety, providing at least a 75-percent funding share for eligible costs. Remaining costs are the responsibility of the state and local applicants for assistance.

For the COVID-19 response, FEMA has simplified the Public Assistance application and funding process to address the magnitude of this event and to allow local officials to receive eligible funding more quickly. These reimbursements can play a critical role as state, local and tribal officials work tirelessly to assist their communities during this response.

Renters Can Apply for FEMA Disaster Assistance

BILOXI, Miss. – Renters in Mississippi’s George, Greene, Hancock, Harrison, Jackson and Stone counties whose homes and property were damaged by Hurricane Zeta can apply for federal disaster assistance.

FEMA Individual Assistance is available to renters, including students, as well as homeowners. Federal grants can help pay for temporary housing. The initial rental grant is for a 1-month or 2-month period and can be reviewed for further assistance. The registration deadline is March 1, 2021.

Renters may also qualify for a grant under FEMA’s Other Needs Assistance program for uninsured essential personal property losses and other disaster-related expenses. These may include:

  • Replacement or repair of necessary personal property, such as furniture, appliances, clothing, textbooks or school supplies
  • Replacement or repair of tools and other job-related equipment required by the self-employed
  • Primary vehicles
  • Uninsured or out-of-pocket medical, dental, childcare, moving and storage expenses Survivors in George, Greene, Hancock, Harrison, Jackson and Stone counties can register with FEMA in the following ways:

Long-term, low-interest disaster loans for homeowners, renters, businesses and non-profit organizations from the U.S. Small Business Administration (SBA) are available to cover losses not fully compensated by insurance and other sources.

If referred, applicants may apply online using the Electronic Loan Application (ELA) via the SBA’s secure website at DisasterLoan.sba.gov or by calling the SBA Customer Service Center at 800-659-2955 (800-877-8339 TTY) or by sending an e-mail to disastercustomerservice@sba.gov. Renters may be eligible for up to $40,000, depending on their losses. The filing deadline to return applications for physical property damage is March 1, 2021. FEMA Awards $6.2 Million for Hurricane Irma Recovery in Florida

ORLANDO, Fla. – FEMA has awarded grants totaling $6,200,246 for the State of Florida to reimburse applicants for the costs of emergency response, repairs and debris removal following Hurricane Irma in 2017.

The FEMA Public Assistance grants include:

  • Palm Beach County: $1,977,970 for emergency measures taken to protect life and property, including the costs of labor, equipment, materials, transportation, evacuation and other costs after the storm.
  • Florida Fish and Wildlife Conservation Commission: $1,557,887 for emergency measures taken to protect life and property, including search and rescue missions, humanitarian efforts and other public services.
  • Miami-Dade County Public Schools: $1,503,072 for the costs of labor, equipment, materials and contracts for repairs to schools and multiple buildings.
  • City of Florida City: $1,161,317 for removal of 73,438 cubic yards of vegetative debris, 9,518 cubic yards of construction and demolition debris, 992 hazardous leaning trees and 2,292 hanging limbs from public roads, property and rights-of-way.

FEMA’s Public Assistance program provides grants to state, tribal, and local governments, and certain types of private nonprofit organizations, including some houses of worship, so that communities can quickly respond to and recover from major disasters or emergencies. The Florida Division of Emergency Management works with FEMA during all phases of the program and conducts final reviews of FEMA-approved projects.

The federal share for projects is not less than 75 percent of the eligible cost. The state determines how the nonfederal share of the cost of a project (up to 25 percent) is split with the subrecipients like local and county governments.

Disaster Unemployment Assistance Available to Certain Workers in Allen and Iberia Parishes

BATON ROUGE, La. – Disaster Unemployment Assistance (DUA) is now available to certain workers in Allen and Iberia parishes who lost income as a direct result of Hurricane Delta. The purpose of DUA is to help workers whose primary incomes are lost or interrupted by a federally declared disaster.

 

DUA may be available if the disaster affected your employment — even if you’re self-employed, a farmer or a farm worker — and you fall under one of the following categories:

  • Your workplace was damaged or destroyed by the disaster.
  • Transportation to work was unavailable as a direct result of the disaster.
  • You could not get to your job because you had to travel through the disaster area.
  • The disaster prevented you from starting a new job.    
  • Your business suffered because you relied on the disaster area for most of its income
  • You cannot work due to an injury caused as a direct result of the major disaster
  • You became the breadwinner or major household support because the head of your household died as a direct result of the disaster.
  • You became unemployed as a direct result of the disaster.

 

Allen and Iberia parishes were designated for disaster assistance for Hurricane Delta on Dec. 23. Applicants in these two parishes must apply for disaster unemployment assistance by Jan.27. The deadlines for DUA applications in other parishes have already expired.

Affected workers must first apply for regular unemployment insurance prior to starting a DUA application.

 

Applicants can apply by visiting www.laworks.net, the Helping Individuals Reach Employment portal.

Claimants may also file by telephone by calling the Benefits Analysis Team at 866-783-5567 from 8 a.m. to 7 p.m. from Monday through Friday and 8 a.m. to 5 p.m. Sunday.

DENVER – FEMA has provided an additional $2.3 million to the state of North Dakota to supplement unemployment benefits for those who lost employment because of the coronavirus pandemic. On August 8, 2020, President Trump made available up to $44 billion from FEMA’s Disaster Relief Fund to provide financial assistance to Americans who have lost wages due to the COVID-19 pandemic.

FEMA previously provided $35.2 million for North Dakota lost wages payments, bringing the total amount provided by FEMA to the State to $37.5 million.

FEMA’s grant funding allowed North Dakota to provide those unemployed due to COVID-19 $300 per week on top of their regular unemployment benefit. The assistance was provided for the period from July 26 to September 6. The grant also included funds for state management of the program.

In addition to this program, North Dakota received a major disaster declaration for the COVID-19 response. Under that declaration, the state was approved for a crisis counseling program to help individuals deal with the mental health impacts of the pandemic, and FEMA is providing funding to North Dakota jurisdictions for eligible costs related to the pandemic response. Current funds provided equal $31.3 million.

GUAYNABO, Puerto Rico – The United States Department of Labor extended the deadline to apply for Disaster Unemployment Assistance (DUA) claims related to Tropical Storm Isaías to January 29, 2021, based on Puerto Rico’s continued recovery from tropical storm impacts.

Individuals who were employed or self-employed who live in Aguada, Hormigueros, Mayagüez or Rincón and became unemployed as a direct consequence of Tropical Storm Isaías may be eligible to receive DUA.

To be eligible for Disaster Unemployment Assistance, the applicant must:

  • File a regular unemployment insurance claim and be determined ineligible for benefits;
  • Be unemployed or partially unemployed as a direct result of the disaster;
  • Be able and available for work, unless injured as a direct result of the disaster;
  • File an application for DUA by Jan. 29, 2021; and
  • Have not refused an offer of employment in a suitable position.

Survivors can find the DUA application at Trabajo.pr.gov. Applications can be can placed in the mailbox located at the nearest Puerto Rico Department of Labor office, from Monday to Friday, 8 a.m. to 4 p.m., or uploaded at Trabajo.pr.gov/DocUploader.

To receive DUA benefits, all required documentation must be submitted to the Puerto Rico Department of Labor within 21 days from the day the DUA application is filed. Required documentation may include Social Security number, a copy of the most recent federal income tax return, check stubs or documentation to support that applicants were working or self-employed when the disaster occurred.

오리건 셀렘 – 가족들, 지역 사회 및 사업체들이 9월에 있었던 산불로부터 계속 회복하면서 잭슨, 링컨, 린, 마리온 카운티의 유자격 재난 피해자들에게 임시 주택을 제공해 주는 FEMA의 직접 임시 주택 프로그램은 꾸준히 전개되고 있습니다.

올해 산불로 집이 심하게 손상되거나 파괴된 33 가구의 잭슨 카운티 가족들은 FEMA로부터 임시 주택 입주 허가를 받았습니다. 이 주택들은 센트럴 포인트와 골드 힐의 기존 RV 공원에 배치되어 있습니다. 골드 힐 부지에는 39개의 임시 주택들이 다양한 설치 단계에 있으며 세 가구가 이미 입주했습니다.

마리온과 린 카운티에서는 1월 초에 임시 주택 단체 부지 건설 프로젝트 두 개가 시작될 예정입니다. 링컨 카운티에서 FEMA는 약 20 가구에 임시 주택을 마련해 주기 위해 부지 임대를 협상 중에 있습니다.

크리스마스 이브를 시작으로 잭슨 카운티 피해 가족들은 화이트 시티에 있는 FEMA의 첫 번째 단체 부지 입주가 시작할 것입니다. 이 부지에는 23개의 이동 주택이 들어설 것이며, 그중 일부는 연방접근 가능성 통일 기준의 장애인들 또는 접근성 및 기능적 요구를 충족하고 있습니다.

オレゴン州セーレム – 9月に発生した破壊的山火事の被災者家族、コミュニテイー、および ビジネスが依然として復興の努力に励む中、FEMAは、ジャクソン、リンカーン、リン、マリオン各郡の有資格被災者達のために直接仮設住宅を提供しようと、着実に作業を進めています。

SALEM, Ore. – FEMA bắt đầu xây cất địa điểm cơ quan này sẽ cung cấp gia cư tạm thời cho các gia đình người sống sót đủ điều kiện tại quận Linn và Marion. Sau khi hoàn tất, địa điểm mới ở Thành Phố Mill dự kiến sẽ có hơn 16 gia cư tạm thời.

Ngoài các quận Linn và Marion, chương trình Gia Cư Trực Tiếp FEMA đang cung cấp gia cư tạm thời, có thể di chuyển được, cho những người sống sót đủ điều kiện sau thảm họa ở các quận Jackson và Lincoln. FEMA начинает подготовку площадки для временных жилищных решений для пострадавших от лесных пожаров в округах Линн и Марион

Салем, Орегон. FEMA начало сооружение площадки для размещения временных жилищных решений для удовлетворяющих критериям семей из округов Линн и Марион. По окончании работ на новой площадке в Милл Сити планируется разместить до 16 временных жилищных единиц.

Помимо округов Линн и Марион, Жилищная миссия FEMA занимается выделением портативных временных жилищных решений удовлетворяющим критериям пострадавшим в округах Джексон и Линкольн.  На сегодняшний день 47 семей из округа Джексон заселились во временные жилищные единицы в коммерческих парках и на одной групповой площадке, аналогичной той, которая сооружается в Милл Сити для семей из округов Линн и Марион.

В настоящее время 250 семей пострадавших утверждены на получение прямой временной помощи с жильем от FEMA в четырех округах. Количество правомочных семей постепенно сократилось, потому что многие семьи самостоятельно нашли альтернативное временное или постоянное жилье.

FEMA стремится по возможности размещать пострадавших как можно ближе к их общинам, школам и местам богослужения. Прямая временная помощь с жильем представляется пострадавшим на период до 18 месяцев со дня объявления стихийного бедствия (т.е. до марта 2020 г.)

Помощь с восстановлением после стихийного бедствия предоставляется независимо от расы, цвета кожи, вероисповедания, национальности, пола, возраста, инвалидности, владения английским языком и экономического статуса. FEMAがリン郡とマリオン郡で山火事被災者のための仮設住宅サイトの建設を開始。

オレゴン州セーレム – FEMAは、有資格被災者家族に仮設住宅を提供するため、リン郡およびマリオン郡において、仮設住宅サイトの建設を開始しました。サイト完成後には、ミル・シティの新たなサイトに、最多で16棟の仮設住宅が建設出来る予定です。

リン郡およびマリオン郡に続き、FEMAは、直接提供仮設住宅プログラムを、ジャクソンおよびリンカーン郡においても有資格被災者に移動可能な仮設住宅を提供する手続きを進めています。今日までに、47世帯の家族が、商業パークおよびグループサイトにおける仮設住宅に入居しており、これらは、リン郡のミル・シティーおよびマリオン郡において建設中のサイトと同じような施設です。

現在、4つの郡に住む250の被災者世帯が、FEMAの直接仮設住宅の受領承認を受けています。  有資格世帯の多くが、別途に短期もしくは恒久的住宅を自ら見いだした事で、有資格世帯の数は次第に減少しました。

FEMAは、被災者が自らのコミュニテイー、学校、および礼拝所の近くに留まる事が出来る様に最大限の努力をしています。直接供給仮設住宅は、緊急災害宣言が出された日から最長18か月まで (2022年3月まで) 被災者に提供されます。
