FEMA Provides $7.9 Million to Indiana for Vaccine Distribution Support

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and the Indiana Department of Homeland Security (IDHS) announced today that $7,973,169 in federal funding has been made available to the Indiana State Department of Health (ISDH) for costs related to the state’s response to the COVID-19 pandemic under the federal disaster declaration of March 27, 2020.

This funding is an advance payment to ISDH for eligible reimbursable costs associated with operating more than 200 vaccination sites across the state to rapidly distribute and administer available COVID-19 vaccines.  

“FEMA’s Public Assistance Program is an important resource for states in the fight against the COVID-19 pandemic,” said Kevin M. Sligh, acting regional administrator, FEMA Region 5. “This expedited grant funding will increase access to COVID-19 vaccines for individuals in Indiana, helping ensure anyone who wants a vaccine can get one.” “This FEMA assistance will allow Indiana to continue its charge to vaccinate all eligible people as quickly as possible,” said Steve Cox, executive director of the Indiana Department of Homeland Security. “Hoosiers are waiting anxiously to get vaccines and move beyond this pandemic, and this assistance will play an important role in helping us to return to some sort of normalcy.”

FEMA provides funding at a 100 percent federal share of eligible reimbursable expenses for this project.

Hawaii Receives $87M to Provide COVID-19 Vaccines

OAKLAND, Calif. – The Federal Emergency Management Agency (FEMA) granted the state of Hawaii $87.4 million to open multiple, state-led community vaccination sites.

Funds will reimburse expenses for medical and support staff; personal protective equipment; facility costs and supplies required to store, handle, transport and administer vaccines; and efforts to share public information regarding vaccinations.

FEMA’s Public Assistance program will provide the initial $87.4 million of the $174.8 million expedited project. Additional funding will be reimbursed upon submission of documentation supporting further expenditures.

Public Assistance provides grants to government organizations and certain private nonprofit organizations following a presidential disaster declaration to quickly respond to and recover from major disasters or emergencies.

FEMA continues working with its partners ─ including the Centers for Disease Control and Prevention and other federal agencies ─ along with state, tribal and territorial authorities, private sector partners and others to assist, augment and expedite vaccinations in the United States.

FEMA Supports Vaccine Distribution: COVID-19 Response Update

WASHINGTON -- FEMA is seeking bids to contract medical personnel to help staff both federally supported and community vaccination centers around the country. The contracts will be awarded through the federal acquisition process and are expected to be completed by mid-March. Local and community-based hospitals, state-managed centers as well as federally supported and federally managed centers will receive staff from these contracts exclusively for vaccine support.

FEMA has now provided states, tribes, territories and Washington, D.C., more than $3.22 billion for expenses related to COVID-19 vaccination at 100% federal cost share. As the number of states with obligations increases, we will work alongside other federal agencies to provide federal support for critical staffing, supplies and other shortfalls that can help get more people vaccinated. These funds cover critical supplies, staffing, training and transportation needs that support increased vaccination efforts. FEMA has deployed 1,196 staff across the nation to support vaccination centers with federal personnel and technical assistance.

The CDC and FEMA continue working with state, local, tribal and territorial governments on the critical need to identify vaccine center locations that ensure vulnerable and under-served populations have access to vaccines. FEMA has civil rights advisors and disability integration specialists in each of FEMAs 10 regions to advise state, local, tribal and territorial governments and other partners. Additional disability integration advisors and civil rights advisors are deploying to support these efforts.

The sites FEMA is piloting in locations such as California, Texas and New York were selected based on data analysis, including the CDC’s Social Vulnerability Index and other Census data as well as input from our state and local partners. Vaccines for these centers are provided to the states above and beyond the regular allocations. The additional vaccines are made possible through increases in production and availability. We are working to do the most good, for the most vulnerable populations, with no impact to the current allocations of vaccines to the states.

FEMA established a Civil Rights Advisory Group to proactively consider and promptly resolve civil rights concerns and help ensure equity in the allocation of scarce resources including future vaccine allocation. This group evaluates policies, practices, strategies and plans to ensure equity is at the forefront of all FEMA vaccination efforts across the country.

A Civil Rights Checklist was developed by FEMA to assist state, tribal and territorial partners in understanding and fulfilling their obligations to provide access to vaccine-related programs, activities and services in a nondiscriminatory manner.

FEMA Disability Integration specialists and advisors are deployed to ensure the needs of people with disabilities are integrated in all facets of vaccine center operation. The agency is also analyzing community demographics, and coordinating translation and interpretation services.

Federal Funding to Accelerate Vaccine Efforts

Providing funding to states, tribes and territories is an Administration priority. After a request is submitted, reviewed and validated, FEMA can expedite reimbursement for eligible emergency work projects to ensure resources are available to support vaccine distribution and administration.

The costs of purchasing the vaccine and support kits are not covered by these obligations and do not duplicate any HHS funding. COVID-19 Vaccines and support kits are provided to state, tribal and territorial governments at no cost by the federal government.

By law, FEMA funding cannot duplicate costs covered by other federal funding programs or initiatives. FEMA works closely with other federal agencies to provide information about the eligible use of various COVID-19 funding resources. As part of the FEMA Public Assistance program application process, applicants must certify that assistance is not being duplicated. 

FEMA and Other Federal Agencies Are Supporting Vaccination Centers

FEMA published a Community Vaccination Centers Playbook that establishes guidance for providing federal support to state, tribal and territorial Community Vaccination Centers. Information includes interagency coordination, resource support, facility setup and other requirements.

The U.S. Army Corps of Engineers (USACE) is supporting future planning for Community Vaccination Centers using their subject matter experts, alongside FEMA and state assessments teams, to assess potential new site locations and provide contract capability for establishment. USACE is also coordinating with FEMA and the CDC to design walk-up, drive-through, and mobile vaccination centers. Vaccination center size and location are decided by state, local, tribal and territorial governments.

The U.S. National Guard Bureau is providing 1,201 vaccinators to 385 vaccination centers in 43 states and territories. Additionally, 351 interagency vaccinators have deployed to Arizona, Nevada, New Jersey, Oklahoma and Texas. Secretary of Defense Lloyd Austin III approved 1,110 active duty troops to support five vaccination centers. FEMA will be partnering with the Department of Defense for additional resources at vaccination centers throughout the country.

Vaccine Guidance

FEMA is also supporting the CDC and Ad Council as they promote the new “Mask Up” public service announcement campaign. This partnership with Warner Bros. features famous films characters reimagined wearing face masks are designed to encourage and normalize the consistent use of masks.

The CDC has released updated guidance on how people can make sure their mask works the best it can, such as wearing a cloth mask over a medical mask. The CDC worked with the Ad Council to produce public service announcements to encourage and normalize the consistent use of masks

Additionally, the CDC Vaccine Task Force is rolling out vaccine confidence consultations for interested jurisdictions. To request this service, interested jurisdictions can send an email to confidenceconsults@cdc.gov. CDC also has online tips for building vaccine confidence, and a Strategy to Reinforce Confidence in COVID-19 Vaccine resource.

The vaccine is not a perfect fix. Everyone should continue to practice other CDC-recommended precautions, like wearing a mask, social distancing, handwashing and other hygiene measures until public health officials say otherwise.

FEMA Provides $49.6 Million to Cook County for Vaccine Distribution Support

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and Illinois Emergency Management Agency (IEMA) announced today that $49,629,801 in federal funding has been made available to the Cook County Department of Emergency Management and Regional Security for costs related to the County’s response to the COVID-19 pandemic under the federal disaster declaration of March 25, 2020.

This funding is an advance payment to Cook County for eligible reimbursable costs associated with establishing and operating seven vaccination centers across the County to rapidly distribute and administer available COVID-19 vaccines.

FEMA Approves the Largest Obligation for Permanent Work at the UPR, Río Piedras Campus

GUAYNABO, Puerto Rico – The Federal Emergency Management Agency (FEMA) approved nearly $10.7 million to rebuild the Facundo Bueso Annex at the University of Puerto Rico (UPR) for its campus located in Río Piedras. The structure was demolished in 2018 since it posed a threat to the health and safety of the university community as a result of damage from Hurricane María.

The new two-story structure will be fortified with a steel frame and will have a reinforced foundation, in accordance with the most recent building codes and standards. In addition, the work includes upgrades to comply with the Americans with Disabilities Act (ADA), which requires state and local governments to adhere to specific architectural standards related to accessibility for new construction work.

“The UPR is part of the educational legacy for our future generations. This obligation, like the other grants for various other campuses, helps to ensure that all students have access to first-rate facilities,” said Federal Disaster Recovery Coordinator for Puerto Rico and the U.S. Virgin Islands José Baquero Tirado.

For more than 50 years, the Facundo Bueso Annex was part of the undergraduate faculty of Natural Sciences, whose annual enrollment was approximately 3,000 students. The former annex was home to the Tropical Institute of Environmental Sciences and the Office of Environmental Protection and Occupational Safety, as well as various laboratories where the effects of coastal erosion, among other subjects, were studied.

“The reconstruction of the Facundo Bueso Annex is planned in a new space outside the historic area where it was previously located. The purpose of this is to create a passive area with culinary offerings in keeping with the buildings of the historic square that houses it,” said the dean of Administration of the campus, Aurora Sotográs Saldaña.

Since the onset of recovery work, the UPR was awarded nearly $272 million in federal grants for a total of 94 projects. Of these, over $177.8 million is for permanent work in the following campuses: Aguadilla, Arecibo, Bayamón, Carolina, Cayey, Humacao, Mayagüez, Ponce, Rio Piedras and Utuado, as well as the Central Administration, the Medical Sciences campus and the Botanical Garden.

FEMA Awards Oregon’s Josephine County Nearly $4.5 Million for Vaccine Distribution

BOTHELL, Wash. – The Federal Emergency Management Agency (FEMA) has obligated an initial $4,499,304 in federal funding to Josephine County in support of two vaccine distribution centers in Oregon – one in Grants Pass and another in Cave Junction. FEMA provides funding at 100 percent federal share of eligible reimbursable expenses for this project.

Josephine County plans to administer up to 1,500 vaccinations per day per site during an estimated 90-day period. The emergency response activities will include providing labor, security, refrigeration, supplies, equipment, and facility rental to support the vaccination effort.

For the COVID-19 response, FEMA has streamlined the Public Assistance Grant Program application and reimbursement process to get funds to applicants faster. Expedited reimbursements help local, state, and tribal officials address immediate threats to life, public health, and safety.

ATLANTA – The Federal Emergency Management Agency is advising the public of its intent to reimburse eligible applicants for eligible costs to repair or replace public facilities damaged by Tropical Storm Zeta occurring October 29, 2020, under the disaster declaration FEMA 4579-DR-GA.

Public Invited to Review Flood Maps in Surry County, Virginia

PHILADELPHIA - FEMA is proposing updates to the Flood Insurance Rate Map (FIRM) for Surry County, Virginia. Community partners are invited to participate in a 90-day appeal and comment period.

The updated maps were produced in coordination with local, state and FEMA officials. Significant community review of the maps has already taken place, but before the maps become final, community partners can identify any corrections or questions about the information provided and submit appeals or comments.

The 90-day appeal period will begin on or around Feb. 10, 2021. Residents, business owners and other community partners are encouraged to review the updated maps to learn about local flood risks and potential future flood insurance requirements. They may submit an appeal if they perceive that modeling or data used to create the map is technically or scientifically incorrect. An appeal must include technical information, such as hydraulic or hydrologic data, to support the claim.

• Appeals cannot be based on the effects of proposed projects or projects started after the study is in progress.

FEMA Awards $2.3M to the District of Columbia for COVID-19 Vaccine Distribution

PHILADELPHIA - The Federal Emergency Management Agency has obligated $2.3 million to the District of Columbia to support its vaccination program, including the measures the District is taking to prioritize essential workers and vulnerable populations.

The District of Columbia’s allocation of vaccines reflect its ongoing commitment to addressing health disparities. Each week, the District opens vaccine appointments a day earlier to individuals 65 and older and healthcare workers living in priority zip codes where residents are disproportionately affected by COVID-19. Additionally, DC partners with local providers who are skilled at reaching vulnerable populations and essential workers to ensure they are offered the chance to get vaccinated through special programs.

DC recently worked with those partners to offer a vaccine to teachers and staff members working in person at public and charter schools. More than 3,100 teachers and staff members have already received their first dose. Last week, the District successfully reopened public schools, and expanded their educational vaccination initiative to include individuals who work at independent schools and licensed childcare providers.

“Equity and reaching underserved populations have been central to the District of Columbia’s flexible response framework since the pandemic began last year,” said Janice Barlow, Acting Regional Administrator, FEMA Region 3. “FEMA is excited to continue to partner with DC to protect residents and essential workers.”

These funds cover emergency protective measures related to COVID-19 at 100% federal cost share including:

• Supplies and commodities needed to safely store and administer the vaccine.
• Transportation support and reasonable, necessary security for refrigerated trucks and support for leasing space to store and/or administer vaccines, including utilities, maintenance, and security.
• Medical and support staff, including onsite infection control measures, personal protective equipment for staff, cloth face coverings for patients, temperature scanners, physical barriers, and disinfection of the facility in accordance with CDC guidance.
• Dissemination of public information and communication regarding vaccinations.

FEMA has also provided an Incident Management Assistance Team (IMAT) to help coordinate response activities and logistics with the District of Columbia.

Public Invited to Review Flood Maps in Charles City County, Virginia

PHILADELPHIA - FEMA is proposing updates to the Flood Insurance Rate Map (FIRM) for Charles City County, Virginia. Community partners are invited to participate in a 90-day appeal and comment period.

The updated maps were produced in coordination with local, state and FEMA officials. Significant community review of the maps has already taken place, but before the maps become final, community partners can identify any corrections or questions about the information provided and submit appeals or comments.

The 90-day appeal period will begin on or around Feb. 11, 2021. Residents, business owners and other community partners are encouraged to review the updated maps to learn about local flood risks and potential future flood insurance requirements. They may submit an appeal if they perceive that modeling or data used to create the map is technically or scientifically incorrect.

• An appeal must include technical information, such as hydraulic or hydrologic data, to support the claim.
• Appeals cannot be based on the effects of proposed projects or projects started after the study is in progress.
• If property owners see incorrect information that does not change the flood hazard information—such as a missing or misspelled road name in the Special Flood Hazard Area or an incorrect corporate boundary—they can submit a written comment.

FEMA Provides $18.6 Million to Detroit for Vaccine Distribution Support

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and Michigan State Police, Emergency Management and Homeland Security Division announced today that $18,675,763 in federal funding has been made available to the city of Detroit for costs related to their COVID-19 response under the federal disaster declaration of March 27, 2020.

This funding is an advance payment to Detroit for eligible reimbursable costs to administer the COVID-19 vaccine at various facilities throughout the city. The grant will also include costs to procure personal protective equipment and supplies needed for vaccine administration.

“FEMA is committed to ensuring anyone who wants a COVID-19 vaccine can get one,” said Kevin M. Sligh, acting regional administrator, FEMA Region 5.  “This expedited grant funding will increase vaccine access across Detroit and is an important resource in the state’s fight to stop the spread of this virus.”

“This funding will help Michigan achieve its goal of providing a vaccine to everyone who wants one,” said Capt. Kevin Sweeney, deputy state director of Emergency Management and commander of the Michigan State Police, Emergency Management and Homeland Security Division. “We appreciate this support from our federal partners as we work diligently to make these safe and effective vaccines available to our residents.”

FEMA provides funding at a 100 percent federal share of eligible reimbursable expenses for this project.

オレゴン州セーレム –２０２０年にオレゴンで発生した破壊的な山火事及び突風の惨事の対応策として、FEMAは現在、レーン郡における山火事の被災者に仮住宅を提供する直接リースプログラムに参加する事に関心のある、有資格の不動産管理会社を探しています。

直接リースプログラムのもとFEMAは、本来一般公衆には提供されない種類の住宅物件（社宅や別宅など）をFEMAへの被災支援申請者が仮住宅として使用できる様、不動産所有者と契約を結ぶことを考慮しています。不動産所有者による応答期限は、２０２１年２月１２日、太平洋標準時間の午後２時です。

FEMA は、主にレーン郡で事業を営む不動産管理会社を探していますが、関心のある所有者のすべてに参加をお勧めします。直接リースプログラムのもとFEMAは、本来なら一般公衆には提供されない種類であるが、FEMAが即座にリースできるという物件を探しています。こうした物件はすべて、地元、地域、および連邦政府の規制・基準を厳守していることが要求されます。例としては、企業所有の社宅、休暇用レンタル、個人の別宅（一戸建て、多世帯用家屋、アパート、マンション、タウンハウス、あるいは簡易住宅）などです。直接リースは、FEMA被災支援申請者に仮住宅を提供するプログラムで、期間延長選択肢のある、最低１８か月のリースを提供するプログラムです。

当プログラムへの参加に関心のある不動産管理会社は、下記の情報を提供してください：

• ペット制約に関する情報 - 許されるペットの種類、数、サイズ、該当するペット保証金など;
• 該当する場合、各ユニットのパーキングの数（機能アクセスやバン・アクセス用も含む）;
• 建物内のレンタル料範囲およびその他の費用;
• 家賃に含まれる光熱費;　および
• 家具付きユニットの数。

この度の要請は情報提供であり、見積もり要請ではありません。 この度の公示への応募をもとに、どの物件がMLRの条件を満たしているかを見極め、時間および費用効率の最も高い物件を、有資格の被災者に直接提供する事を目的としています。FEMA は計画目的のため、市場情報あるいは適応能力に関する情報を募っています。
